Arm Holdings is reportedly facing an antitrust investigation by the U.S. Federal Trade Commission (FTC) over concerns related to its semiconductor licensing business.
According to a report from Bloomberg News, the FTC is examining whether Arm may be attempting to illegally monopolize parts of the semiconductor industry through the way it licenses its chip technology.
The investigation is reportedly focused on whether Arm could reject, restrict, or downgrade licensing agreements for its chip blueprints, which are widely used by technology companies to design central processing units (CPUs).
Earlier this year, the FTC allegedly informed Arm about the probe and instructed the company to preserve relevant documents tied to its business practices.
Arm plays a critical role in the global semiconductor ecosystem. Rather than manufacturing chips itself, the company licenses its chip architecture and designs to major technology firms, generating revenue through licensing fees and royalties.
Some of Arm’s largest customers include Nvidia and Apple, both of which rely heavily on Arm-based chip designs across AI processors, smartphones, and computing devices.
Reuters stated that it could not independently verify the Bloomberg report. Neither Arm nor the FTC immediately responded to requests for comment.
Global Regulatory Scrutiny Growing
The reported U.S. investigation adds to increasing international scrutiny surrounding Arm’s market influence and licensing model.
In November, South Korea’s antitrust regulator reportedly investigated Arm’s offices in Seoul as part of a broader review of the company’s licensing practices.
As Arm technology powers the majority of the world’s smartphones and an increasing share of AI and data-center chips, regulators appear increasingly focused on whether the company’s dominant position could limit competition in the rapidly expanding semiconductor market.
The probe also comes at a time when the semiconductor industry is becoming strategically important for artificial intelligence infrastructure, cloud computing, and national technological competitiveness.
