U.S. Expands Ebola Travel Ban to Green Card Holders

CDC Tightens Entry Restrictions Amid Rising Ebola Concerns

The United States has temporarily expanded its Ebola-related travel restrictions to include lawful permanent residents who recently traveled through the Democratic Republic of the Congo, Uganda, or South Sudan.

The new policy applies to green card holders who have been in any of the three countries within the previous 21 days. U.S. citizens and nationals remain exempt from the restrictions.

According to the Centers for Disease Control and Prevention, the temporary measure is intended to reduce the risk of Ebola entering the United States while public health authorities respond to the outbreak.

The CDC said extending the restrictions to lawful permanent residents creates a balance between protecting public health and managing emergency response resources during the outbreak.

WHO Raises Ebola Risk Level

The move comes after the World Health Organization raised the risk level of the rare Bundibugyo strain of Ebola to “very high” in the Democratic Republic of the Congo and declared the outbreak an international public health emergency.

Health officials are concerned the virus could spread more widely across the region if containment efforts fail.

Restrictions Issued Under Title 42 Authority

The CDC originally issued the order earlier this week under Title 42 of U.S. public health law, which allows federal authorities to restrict entry into the country to prevent the spread of contagious diseases.

Historically, lawful permanent residents have usually been exempt from major U.S. travel bans and emergency entry restrictions, including earlier Title 42 measures during the COVID-19 pandemic.

The latest decision marks a rare expansion of public health restrictions affecting green card holders as authorities attempt to contain the Ebola outbreak.
