China’s tech capital Shenzhen — often dubbed the nation’s “Silicon Valley” — is taking a historic leap into the future of urban mobility. The city will now allow self-driving taxis to operate across its entire territory, marking the end of years of restricted pilot programs and limited test zones.
Pony.ai Leads the Charge
Autonomous vehicle pioneer Pony.ai announced Friday that it had become the first company to receive a full-city robotaxi permit in Shenzhen. The company said its rollout will expand in phases, eventually giving residents across the city access to fully autonomous taxi rides.
The approval represents a major milestone for China’s broader ambition to integrate autonomous vehicles (AVs) into everyday public transportation, potentially setting a precedent for other Chinese megacities such as Beijing, Shanghai, and Guangzhou.
From Pilot Zones to Citywide Access
Until now, robotaxi services in China were confined to small, designated zones — typically suburban or industrial areas — where self-driving vehicles could operate under strict supervision. Shenzhen’s move effectively ends that experimental stage and signals official confidence in the maturity of AV technology.
Pony.ai’s expansion will be conducted in partnership with local taxi operator Xihu Group, part of a strategic alliance formed in June 2025. Together, the two companies plan to deploy over 1,000 seventh-generation robotaxis throughout Shenzhen over the next few years.
A New Generation of Robotaxi
Pony.ai unveiled its seventh-generation self-driving taxi in April 2025, co-developed with automotive giants Toyota, BAIC, and GAC. The company claims the new model has achieved a 70% reduction in materials costs compared with previous versions — a breakthrough that could make large-scale autonomous fleets economically viable.
The vehicle integrates advanced sensors, deep-learning systems, and AI-driven safety modules designed to handle Shenzhen’s complex traffic conditions — from crowded city centers to fast-moving expressways.
China’s Autonomous Ambitions
China has made autonomous driving a cornerstone of its national innovation strategy, investing heavily in AI, smart infrastructure, and 5G connectivity to support large-scale deployment. Shenzhen, home to tech titans such as Huawei, Tencent, and BYD, is seen as the ideal testing ground for turning that ambition into reality.
The city’s government has also introduced some of the world’s most progressive AV regulations, including guidelines for liability, insurance, and data safety, giving companies like Pony.ai a clear framework to expand responsibly.

The launch of Pony.ai’s robotaxi fleet marks not only a technological milestone but also a cultural turning point in China’s approach to public transportation. As Shenzhen becomes the first city in the world to approve citywide driverless taxi operations, it may redefine how millions of urban residents commute daily.
