Russia to Index Customs Fees for Imports Starting January 1, 2026

MOSCOW, Oct 27 (Interfax) – The Russian government has approved a plan to index customs fees for imported goods based on accumulated inflation, effective January 1, 2026, according to the Ministry of Industry and Trade.

Key Details:

  • Maximum Fee Increase: The previous cap of 30,000 rubles, unchanged since 2004, will rise to 73,860 rubles.
  • Threshold Adjustment: The customs value threshold for applying the maximum fee will increase from 7 million rubles to 10 million rubles.
  • Indexed Rates: Previously partially indexed rates will now be increased according to accumulated inflation since the last adjustment.
  • Radio and Electronic Goods: Customs fees for these products, previously capped at 30,000 rubles regardless of shipment size, will also rise to 73,860 rubles.
  • Other Goods: Customs fees for items with undefined or undeclared customs value will be indexed as well.

Exemptions:

  • Exported goods
  • Goods brought by individuals for personal use
  • Watercraft and aircraft

Purpose:
Industry and Trade Minister Anton Alikhanov stated that the indexation aims to generate additional revenue to support export projects amid budget constraints. The fees for processing customs declarations have not been adjusted for years, and the new measure is expected to provide targeted funding for export initiatives.

This move represents a significant update to Russia’s import customs framework, aligning fees with inflation and potentially affecting importers’ costs for electronic and high-value goods.
