Nepal Links Foreign Employment System with National ID to Strengthen Worker Safety

Nepal has enforced a new rule linking the Foreign Employment Information Management System with the National Identity Card system to make overseas employment more secure, well-regulated, and accountable. Effective from Kartik, migrant workers must complete mandatory orientation training in person and verify their identity through biometrics before receiving labor approval, ending past loopholes where someone else could attend training on their behalf. The Department of Foreign Employment believes the reform will ensure 100 percent accurate worker identification and reduce fraud. Officials say the improved system will enhance transparency, strengthen internal controls, and help workers better understand destination country conditions, rights, safety measures, and financial literacy. Meanwhile, Saudi Arabia’s recent relaxation of its Kafala system is expected to benefit around 400,000 Nepali workers currently employed there, offering more freedom to change employers and seek legal remedies, which aligns well with Nepal’s push for safer and more dignified foreign employment.
