ChapsVision Adds Ethics “Veto Power” as Europe Pushes for Sovereign Data Alternatives

ChapsVision said its independent ethics committee has the authority to block or halt contracts if its software could be misused, highlighting the growing importance of governance and oversight as Europe accelerates efforts to build domestic alternatives to U.S. data intelligence providers.

Speaking at the VivaTech conference, ChapsVision President Silvano Sansoni said the committee can veto projects outright or stop ongoing work if a client’s scope or intentions change in ways that raise ethical or legal concerns. The review process draws on frameworks such as OECD transparency standards, the United Nations Charter, and European regulatory principles, reflecting a structured attempt to align commercial AI and analytics tools with public-interest safeguards.

The move comes as European governments and companies increasingly seek to reduce reliance on U.S. technology firms in sensitive areas such as intelligence, defense, and large-scale data analytics. ChapsVision is positioning its ArgonOS platform as a European-built alternative to Palantir Technologies, which has faced ongoing scrutiny from rights groups over its work in sectors like immigration, healthcare, and security. The issue has become especially relevant in the U.K., where officials are reviewing Palantir’s National Health Service contract ahead of a possible break clause in 2027.

ChapsVision says it already holds government contracts in France and Germany, including work with French intelligence services, and is preparing a broader rollout across multiple ministries handling sensitive data. The company emphasized that its ambition is global, but said deployment decisions remain tightly controlled, with some countries subject to confidential ethical review before any engagement proceeds. The addition of senior legal, diplomatic, and national security figures to the ethics committee underscores how Europe’s push for “digital sovereignty” is increasingly tied not just to technology development, but also to strict governance frameworks intended to ensure accountability and public trust.
